I have upgraded to the iPhone 11 (not Pro or Max) and my Fitbit Charge 3 is no longer a recognizable Bluetooth device. I know it’s not an IOS 13 issue because it worked fine on my old phone. I have tried turning my phone off and on, turning Bluetooth off and on, rebooting the Fitbit and uninstalling and reinstalling the app. Is anyone else having this issue?

Do you still have your old phone? If so, make sure it doesn't have a connection to the fitbit in its bluetooth settings as this could be blocking connection to the new phone.

One of my problems was that I was still connected to my old phone and needed to remove it but you say you aren't. My second problem was that I needed to go to the Fitbit app and in my account select my Charge 3 and then select notifications. Those weren't paired with my phone. Once I did those two things I was good to go. Besides posting here I went to Twitter and DM Fitbit support. They aren't like a live chat but will reply within the hour and were helpful.

Did you get a new phone? I had to unpair it from my previous phone and then it worked.

New iPhone 11pro that will not connect to my old Charge 3. Traded in my old iPhone 7 so I don’t have that. Any suggestions?

iPhone 11 and Bluetooth issues w/ the Charge 3:
I had to delete and re-install the FitBit app, BUT I ALSO had to “remove” my Charge3 device from the app. I tired to just delete and reinstall the app, and then have the Bluetooth find the device but it wouldn’t work Once I did removed the Fitbit within the app and added it back like a new device it worked like new!! Yay!!
i wanted to add screenshots but I can’t... tap the image of a Fitbit in the top upper left of your daily activity screen.... when you get to the setting page where you’d pick a clock face etc, scroll to the bottom and select the option to “remove this charge 3”... once you do that, just set up your Fitbit like you did when you first bought it, and it run through the set-up and reconnect you. Good luck!
