Hi. I just got my Charge 3 and plugged it in. Nothing shows up on the screen, and it vibrates when i push the button. This only happens while its plugged in, but nothing happens when it is unplugged. Is it D.O.A.?

If your tracker isn't turning on, I recommend restarting it by following the instructions provided in the help article: How do I restart my Fitbit device?.
