My charge 4 vibrate's when I reach a goal or earn a badge but will not vibrate when I receive a text message or phone call, I have done everything I know of but can't get it to start notifying me. When I first got it, it worked perfectly just stopped out of the blue

Please hold the button of your Charge 4 for 3 seconds. 

You'll see the quick settings. 

Make sure that "Don't disturb" and "sleep mode" are off. 

To change the setting just tap on it.
