Hmmmm, the behaviour of your Charge HR sounds very weird. It seems that is more than a display issue, is also having battery draining issues which are affected by the constant resetting and the lights flashing almost all the time.
I appreciate you have tried to restart your tracker, but as it hasn't worked, I suggest you to get in touch with Fitbit Support directly, so they can take a look into your account and find the best solution for you.

Have same problems as another user, fitbit works fine, But bright green lights , they were flashing, now just bright green, Battery is draining fast.
