I just got my fitbit Charge HR today.
I put it on charge using it's own cable for 3 hours abd set it up in the fitbit app. I had it off the charger for less than 30 min and got an email that it needed charging again! So, sure why not. Put it back on charge until app told me battery was full and started looking into why it's losing battery so fast. I've gone through the whole list, update, restart on charge, etc. I have had it off charge for 10 minutes and its battery is at medium. I don't know why. It's brand new out of box as of 7 hours ago.

I would take it back and exchange it from where ever you got it.
