Charge HR won't start or charge

I was gifted a Charge HR that appears to have had little if any use - looks brand new! As my old one is falling apart (held together with glue!) I was excited to get a new one for free.

 

However, when I plug it into the charging cable, (direct to laptop) I get one of 3 symbols - battery full, battery with exclamation point inside, or battery with bolt inside. But it does not charge. And when I take it off the cable, nothing. I have tried cleaning contacts, different USB ports, and restart several times. Is there any hope?
