Charge hr stalls at setup stage when syncing to phone

I cannot see fitbit in discoverable devices in bluetooth, but can get it to display code  and then enter in phone - setup starts but says it I'd taking longer than expected and never finished.  Have uninstalled, toggles bluetooth, reset fitbit rtc multiple times.  Any ideas?
