What does it mean when the heart rate read-out has circles (bubbles) above the heart symbol?

Have a look at page 14 of the Charge 2 manual at https://staticcs.fitbit.com/content/assets/help/manuals/manual_charge_2_en_US.pdf

 

It sounds like you may be referring to the heart rate zone indicator. Two dots above the heart symbol mean you are in the "fat burn" zone.
