Completely confused setting up my Charge 3

Brand new, just FINALLY trying to set up my Charge 3 (gifted to me a year and a half ago!) but the set up instructions do not seem clear.  

The fit bit is Hard wired to my Win 10 machine, but as far as I can tell, my Win10 is not seeing the Charge 3.   There is an option to purchase the Bluetooth dongle, which I might at some point, but the instruction simply don't tell me how to set this thing up and what to look for. 

I would love to hear back from someone

There are some set-up instructions here.

As far as I know, the cable is only for charging and won't actually connect the Charge 3 to your PC. For that you need bluetooth. 

There's some information about syncing here. That page also links to a blog entry that deals with checking whether your PC has bluetooth or not. If it does not, your best bet to get it working is buying the Fitbit dongle.
