I am living in the US but planning a trip to Iceland. Do I need a special voltage converter or can I just buy an adapter plug to charge my device while I am there?

You can plug the charging cable that came with your Fitbit Charge 3 into a USB port on your computer, a UL-certified USB wall charger, or another low-energy device. You can find tips to charge your Fitbit device in this article.

To charge your Charge 3 in Iceland as well as in any other country you can use the same USB wall charger you use to charge your cellphone.

voltage, but just the plug adapter? I am plugging the USB into a plug that
goes into an electric socket in the wall of whatever hotel I am staying in.

Just the plug adapter that is shown in the image attached above should be fine to charge your Fitbit Tracker. You don't have to worry about the different voltage because the USB wall charger does the conversion. On the label you should be able to see a range of numbers like 100 V to 240 V, this means that it can handle outlets from countries all over the world.
