My new Charge 4 is setup on my ipad and iphone, but on the Fitbit itself all I get is a scrolling message to "download or update the Fitbit app" I have done this, also re-booted the Charge 4, but nothing changes, still just the scrolling message.

Hi, @nufc1892 , if you are getting the scrolling message on your Charge 4 telling you to download the Fitbit app, that means that your Charge 4 is not yet connected to your phone or iPad.
In order to set it up I would strongly recommend doing the set up with only one of the devices. So if you set up using your phone, please make sure you (temporarily) turn off the Bluetooth on your iPad (and vice Versa if you want to set up on the iPad, then turn off Bluetooth on your phone).
Once you have Bluetooth turned on on only one device, make sure your Charge 4 is charged (50 % or above is ideal). Then with your Charge 4 reasonably close to your phone or iPad (whichever you are using to set up) log in to your Fitbit app and go to the set up a device screen (click on the person icon / picture top left to take you to the screen).
Go to + set up a new device and choose Charge 4 from the drop down list and follow the instructions from there. Hopefully your app will be able to connect with the Charge 4 and complete the set up.
If you continue to have difficulty make sure that all other Bluetooth devices (especially other Fitbits or phones) are out of range, because too many Bluetooth signals can interfere with each other.
