Fitbit not tracking either GPS or Heart Rate, but not both

If I begin a run via the phone app then it tracks GPS, but not heart rate 

If I begin via my fitbit (Charge 3) then it tracks the heart rate, but not GPS. 

 

Does anyone know how I can get this to track both?
