Fitbit resting heart rate stays high when my rhr has dropped

The rhr on the app takes ages to drop it it chooses to drop gradually even if my heart rate is back to normal again.  For example, if it is raised due to stress, illness or ovulation, once it returns to normal - my normal is around 63, Fitbit chooses to reduce it slowly day by day, say 73, 71, 69 rather than just adjusting it back to 63 which is annoying. Can you explain this.

I can't exactly explain it, but one thing I have found is that my RHR corresponds closely to my lowest heart overnight - not the same numbers, but move together.  You might take a look at heart rate chart overnight and see if when you think your stress period or whatever is over, if you heart rate when asleep has truly yet dropped back to the previous normal.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
