Whenever I want to sync my Charge HR to my phone, I manually have to restart my Fitbit by going into settings and hitting restart. Why? I’ve never had to do this with any other Fitbit. It’s time consuming. Is there something wrong with the watch or a setting I’ve defaulted to that I’m unaware of?

Oh my how awful. That would be frustrating and time consuming for sure. Can you look to see if it’s possible that your Fitbit App needs to be updated? Also look to see if your mobile app needs to be updated as well. Sometimes logging out of the Fitbit app, turning off your Bluetooth, restarting your phone then turning Bluetooth back on and again log back into your Fitbit app sometimes will help with syncing issues.
I’m hopefully it’s just either due for an update or a simple refresh of everything works and fixes the problem. Please let me know how it goes
