Can I setup notification on Fitbit Charge 3 or Versa 2 if my heart rate goes above a certain threshold? On any Fitbit device?

You can't do this at the moment but there's a popular feature suggestion asking Fitbit to make it available. If you'd like to add your vote you can find it here:
