I bought my Charge 3 on 12/15/18 so the warranty just expired last month and now I have horizontal lines going across the top of the screen. I’ve followed all the suggestions on here but nothing has worked. Am I stuck just buying a new one or are there any other suggestions?

This sounds like a hardware issue and not something a restart will fix. Please contact Fitbit Customer Support for further resolutions.
