Information in the Fitbit app implies that the Breathing Rate (BR) Health Metric is computed from the Heart Rate Variability (HRV) Metric. An internet search tells me that there Is indeed software that can do this. I am getting daily HRV stats with my Charge 4 tracker, but no BR stats. Is it possible that there is a glitch in the app or its connectivity back to Fitbit when updating that is causing this? I’m running the app on an iPhone 12 under the latest version of IOS.

I note your reply to Base Runner dated 06-23-2021 which implies a fix for iOS devices. I have just experienced the same problem with no BR & HRV in Health Metrics, normal BR works fine but resting BR has shown the same value for 1 week now along with no HRV. I have a samsung S7 phone, a Fitbit Charge 4 and your app which are all up to date. Have you issued a fix for non-iOS phones I have tried re-starts and other recommended fixes but non work?

I would like to clarify, Breathing Rate (BR) is the number of breaths you take per minute and Heart Rate Variability (HRV) is the variation in time between heartbeats. The Fitbit Charge 4 will track Breathing Rate during sleep only. For information about how Breathing Rate is calculated, please visit this article.
If by "normal BR" and "resting BR" you are referring to normal heart-rate and resting heart-rate, you can improve your heart-rate readings by following the instructions in this article in the menu "How do I improve the accuracy of a heart-rate reading?".
Whether you are getting a sleep pattern (time spent awake, restless, and asleep) instead of sleep stages (light sleep, deep sleep, and REM), please visit this article, open the menu "Why don't I see sleep stages today?" and follow the instructions.
