I don’t think my Fitbit records all my steps. Is this possible?

Fitbit, being worn on the wrist, detects steps from the normal swinging of the arms as when walking.  Some activities that prevent the arm swinging might keep steps from being recognized.  These might include holding rail on a treadmill or pushing a shopping cart.  Likewise some repetitive arm activities without walking might result in extra steps detected.  These activities might include drumming, knitting, petting a dog.

Thank you so much for your answer. That makes sense now.

If you are doing something like walking on treadmill and holding hand rail, you can usually get decent step count by putting tracker in a pocket, or somehow clipped to clothing, but then you lose heart rate data for that time.
