Is there a way to set up a Charge 2 without a smart phone?

I need to set up a Charge 2 that has not been used for 2 years.  I do not have a smart phone nd need to set up from a PC.

Hello @fdrive and welcome to the Community.  I'm sorry, but Fitbit deactivated both Fitbit Connect and the Windows 10 app.  You can't set up or sync any Fitbit with a computer.  You need a compatible smartphone or tablet.
