I already know that this is a known issue. However I did the "add driving" add in the activity log and it did not correct it. Am I doing it correctly?

I'll be glad to help you with your inquiry about logging "Driving" to override the floors registered by your Charge 3.
First of all, I'd like to start by mentioning or clarifying that Fitbit devices detect floors with an altimeter, which is a sensor that calculates altitude based on atmospheric pressure. Your device is designed to detect pressure changes based on elevation gain, but other types of pressure changes—such as a gust of wind, a weather change, or opening a door—can occasionally cause your device to register extra floors. Your device registers 1 floor when you climb about 10 feet, which is the average between residential and commercial floor heights. If you climb long staircases you may find that the floor count on your device doesn’t match the number of floors you climbed when the staircase is taller than 10 feet.
On he other hand, please note that it's not possible to delete steps or floors, but you can achieve the same result by override the data.
Keep in mind that your steps/floors will be recalculated if you manually log an activity as the manually logged activity takes precedence over the steps/floors you tracked while wearing your tracker at that point in time. For example, if I am wearing my tracker and walking and I reach 10,000 steps, then I go to the computer and manually log an activity that starts and ends at that point in time for say 1 hour, Fitbit will calculate how many steps you took and it may bring my step count to something below 10,000 steps.
To clarify this, I did a "Walk" activity yesterday at 8:13 AM and the duration was 15:22. So, I manually logged "Driving" as suggested here. So I typed:
Date: 2019-04-28
Start time: 8:13 AM
Duration: 15:22
Calories: 144 (what my walk activity was showing, however, calories is optional)
Then, I logged this and my data decreased for the time period I've specified.
