I am recently having a problem with my Charge 4 that I did not have in the past. I have the GPS settings in the Charge 4 set to use phone GPS (iPhone X) in order to save battery. When I start an exercise that uses GPS tracking, the Charge 4 says "connecting", and then after a minute or so says "GPS not found". I always make sure that the FitBit app is open on my phone. I know the Bluetooth connection to the phone is working fine because the FitBit app syncs with no problem.
If I go to Bluetooth settings and select the Charge 4 and "forget this device", I immediately get a request on the phone to pair the Charge 4. Then it finds the GPS right away and will track my exercise. I do not have any trouble with the Charge 4 maintaining a connection to the GPS once it finds it, but when I try to start an exercise the next day I get the same "GPS not found" error. It is a fairly fast workaround to "Forget this device" every day, but really gets annoying when it used to work fine.
I have tried completely resetting the Charge 4 and deleting all user data, and also deleting the FitBit app from my phone and reinstalling it fresh. These steps did not resolve the problem.

@bauerej , Nice to see you here. Thank you for trying to solve the situation with the GPS connection by yourself.
Please make sure that no other Bluetooth device is connected or near the iPhone, for better results (Headsets, Headphones, keyboards, speakers, etc)
Also verify that the Fitbit app is allowed to run on the background.
Please follow these steps, some of which you have already done, but the order is important:
Restart your Charge 4.
Please on mobile, go to Settings>Bluetooth, and remove all connections that exist with the tracker. (Forget, ignore or unpair device depending on the phone OS version)
Turn off Bluetooth and restart your phone. (switch off and on again).
When the phone is back on, turn on the Bluetooth again, but DO NOT attempt to connect to the tracker from here.
Go on the app. From here, try setting up the tracker as a new device.
See you around.

So I followed all these steps exactly as written and it seems to have worked - at least for now. When I start a new GPS tracking exercise, my Charge 4 is now able to find the phone GPS.
Thanks!
