Welcome to the Fitbit Community, @Dvanola13.
Thank you for the information provided.
For your Fitbit Charge 3 to count steps during a walk or run, your arm must swing back and forth as you move. If you need both hands to push a stroller, for example, or if you hold a dog leash with the same arm that you wear your device on, your step total may be slightly lower than usual.
If the information above doesn't suit your case, I would recommend visiting this article, open the menu "What can I do if my step count seems inaccurate?" and follow the instructions.
In addition, you can restart your Charge 3 by following these steps.
Hope this helps.

So you have a longer stride than your sister, so take fewer steps to cover same distance, unless the 2 of you walk perfectly in stride, as if marching together.
Past that, I don't understand your post. Sorry, but I know nothing about "separate triple the metal floors".
