I finally broke down and got a polar h10 chest strap. It is inconvenient to use but it is accurate. I checked it several times against a blood pressure cuff. While doing arobic exercise the Polar H10 shows an average HB of 116. Min of 101 and Max of 123. The same session on the Fitbit Charge 3 shows an average HB of 133. Min of 102 and a Max of 173.

Finally got the wrist position down to get accurate results from Charge 3 during aerobic exercise. When worn a finger length above wrist bone was getting horribly high and inaccurate results. Moved it up my wrist about four fingers. It now fairly closely match a Polar H10 chest strap.
