Welcome to the forums @ShelbyDeAnn @curlystl! It's great to see you here.
Now that @curlystl has provided assistance in restarting your Charge HR; it's my turn to help you out with the discomfort you're experiencing while wearing your tracker.
If you are experiencing irritation of the skin, please be sure to discontinue wearing the device. After having done so, please be sure to check and follow the tips of our Product Care page. One of the best tips is to use a wet soft-bristled toothbrush to remove buildups between the cracks and nooks of your tracker; there's also a soap free cleanser ro rinse and dry your tracker; making sure the water does not reach the charging area.
If the irritation continues, please be sure to reach out to our Support Team, I'm sure they will be glad to further assist on this.
Let me know if you have any questions, have a great day!

Plug your Charge HR into USB port on your PC, as you would if charging it. Then simutanesosuly hold the button on side of the Charge and press the reset button in with the tip of a safety pin, until the screen shows, I think a series of numbers.

I haven't used my Fitbit for a week because it gave me a rash that was ruining my tattoo! When I went to charge it up the screen wasn't working! What do I do?! I've tried everything!

I tried the provided solution and now my fit bit feels hot, but nothing works. The button does nothing and the screen does not turn on. What do I do?

I had a similar problem with a brand new Charge HR bought on eBay. I tried the accepted solution as well, it did not work for me either. I called FitBit support and they said the unit was defective, as there were no other trouble-shooting steps to try.
