It says a phone restart is needed but i have restarted it many times and it still says the same thing??

Hi there, I have a iphone XR and notifications work. Have you checked your notifications are enabled ? In the iphone Fitbit app or windows app, there is a "Notifications" option. Click on this and check that you have enabled the messages on. On the iphone app, click the tab on top left, then scroll down to settings till you reach notifications. Check push notifications AND email notifications are set (ie they are GREEN).

I have an iphone SE and have tried restarting as well as checking to make sure that notifications are enabled. Same results, no notifications.

Hey there, I assume that the phone has been paired and you can sync with FitBit app with no issues. Have you checked your iphone to ensure that system notifications are enabled.
In iphone--> Settings -->Bluetooth -->Charge 4 --> click on i symbol and check if system notification has been turned on. OR try this
In iphone--> Settings -->scroll down to Fitbit-->check notifications are enabled
Maybe try re-pairing your Fitbit to your iphone and then checking the above again.
