Why on earth do I need to activate my phones GPS just to sync my charge 2 and fitbit app?

Imo the app shouldn't care where on earth I am when I sync my clock.

How can I sync my watch without GPS activated?

It's not GPS that's required but location services and it's a new requirement that google introduced. This help file explains more: https://help.fitbit.com/articles/en_US/Help_article/2134/
