I set up my fitbit accoint using just my mobile phone on 3/3/2019. I bought a pre owned charge 2 which have just synced to my account today 6/3/19.
Now there are badges that must be from the previous owner showing up that I cannot possibly have achieved in the last 3-4 days.
Is there a way to get rid of them or to do a factory reset on the device so that it only carries my data? The badges are showing as being earned prior to my account being first activated.

Welcome to the forums!
This happens when the previous owner did not sync their device before turning it over to you.
All you can do is sync it one last time and then open a new account.
Have the old deleted
