New clock face charge 2, what do the stars mean

There was a new charge 2 clock face in one of the recent updates. This face is just the time and there are stars or dots that change during the day.  Just wondering if anyone knows what these mean e.g. Do you see more when you are closer to your goal?  Thanks

hello

I checked every goal set and then matched it with that of the number of stars.

I also saw that the stars start to flicker when the time reaches quarter past half.

Please solve this as soon as u can.
