Hello @Brooklyn3190, I'm excited to welcome you to the Community forums. 
It's really odd that your Charge HR is not tracking properly your heart rate and the sleep, I recommend following these instructions so you can fix both inconveniences in a row:
- Toggle the heart rate from your account.
- Check the sleep sensitivity of the tracker.
- Restart your tracker.
I also suggest trying the tips my friend @FerdinandFitbit posted to improve the accuracy of the heart rate readings.
