Out of box Charge 3 won't charge, black screen

Just opened a Charge 3 as a gift, it will not charge and the screen is black. I obviously can not sync it either as the app can't find the device, it just asks me to "make sure its on". I have tried cleaning it and restarting it with the 8 second press and the long restart. While trying the long restart, it vibrates after 4 seconds and then does nothing at all. It does not vibrate when I connect it to the charger. If I press the button, sometimes it vibrates but nothing shows on the screen.
