Stepping not registered in app when charging Fitbit

I have my Fitbit set up to remind me to do 250 steps an hour. This works well. Today I noticed (for the third time) that while my Fitbit nicely reports 8 out of 8 hours stepped, the app displays one less hour (7 out of 8). I was charging my Fitbit in part of that particular hour, but I certainly made the steps. Is this a bug in the app?

Was the tracker on your arm long enough to count those 250 steps? 

While the tracker is charging it will not record any steps a user takes.
