The tracker should sync the time with the device you are syncing it to, i.e, the phone or computer.

Welcome to our Community @Dayneech! Hope you're doing great! I noticed @USAF-Larry provided you with a great suggestion. Try restarting your tracker by following the steps @SunsetRunner provided here and then make sure to do the following:
1. Open the Settings app on your Android.
2. Tap "Date and time."
3. Tap "Automatic date and time."
4. Sync your tracker with your mobile device.

Hello @peggyemme76, welcome to the Community forums.
Well, it's really odd that the time in your Charge HR is off only for 3 minutes, Fitbit use the timezone set in the phone and also in the account to set this information. So in this case the recommendation is following the next steps:
If this does not work, please restart the tracker and try the previous steps again. Give them a try and let me know the outcome.

I used the app to view my Charge 3. It automatically began to sync. That fixed my time that was behind by 3 minutes.
My charge had not been synced in 4 months, so I guess it was overdue.

What if you don’t have an android. I have an iphone and you can’t get the choice of date and time. I have looked this up several times but it is not giving me any answers
