If I understand your question correctly, you are actually asking "what is a tracker and what is pairing.". A tracker is just another name for your Fitbit device. Connecting your Fitbit tracker with your computer or smartphone for the very first time is called "pairing".
This is copied from Fitbit's site:
"Before you put on your Fitbit tracker and get moving, you must connect it to your phone, tablet, or computer. Connecting your tracker (also known as pairing) makes sure it can transfer data back and forth with Fitbit (known as syncing). Your tracker data syncs to your Fitbit dashboard, which is where you can see your stats, analyze historical trends, set goals, review your exercise history, log food and water, challenge friends, and much more."

Then you'll need to scroll down to find this:
"HOW DO I CREATE A FITBIT ACCOUNT AND CONNECT MY TRACKER?"
You'll need to choose whether you prefer to use a phone, tablet, or a computer. these choices will be in blue and will be:
PHONES AND TABLETS
WINDOWS 10 COMPUTERS
WINDOWS 8.1 COMPUTERS
MACS
That should tell you what you need to know.

@manda234 since you have posted here we know that you have a Fitbit account. Let's see if we can give more direct help if you need it. I would like ask what device, phone or computer that you wasn't to set up your Fitbit with, also what operating system it runs.? This way we may give you direct help.
For now let's connect the charge 2 to its charging cable then plugging the cable into a USB device for 2 hours.It may either be a computer port or a phone type charger that plugs in e wall. The important thing is to look for a vibration while plugging it in.. See this Fitbit help doc or Fitbits YouTube video on the Charge 2.
Fitbit also has a video on How to setup on a phone or computer.
@manda234 let us know if you need more help, and if when trying if you get any errors and what they are.

I need to pair to my tracker. It seems to need 4 numbers but I have no idea what they might be!

The numbers will be found on the face of the tracker.
If they are not, then the app found someone's else's tracker.

The quick setup instruction that comes with the unit mentions this, or look on page 2 of your User manual .
Is this really a Charge 2? This model was discontinued over a year ago. Look at the left side, do yo see a physical button or just an indentation? Both are buttons but on the charge 3 it is not obvious.
