Where are my active minutes?

I went for a 60 min bike ride with my Charge 3. I remembered to log the ride on the Charge before starting out. It's showing me in my app that I completed a 61 min ride, but it only recorded 9 "active minutes." Yesterday, after 6 hours gardening, I recorded ZERO active minutes. I've only had my Charge 3 for a month... and yes, I've tried a hard restart on both phone and device.
