When I walk a small distance I keep getting a notification buzz as if I have reached my daily goal. I have all notifications turned off, so why is it still giving them??

It is probably a heart rate/Active Zone Minutes Notification. Not using Charge 4 so might have details a bit off.
There are 2 places for slightly different things.
In Settings on wrist, there is Active Zone Minutes Notification. Take a look at the description with it; it might be that it causes vibration whenever heart rate reached level to start giving Zone Minutes when not in exercise mode. You can toggle that off.
The other place is if you are doing an actual workout through the Exercise App. In the Exercise App, after selecting 'Walk' (or whatever) look for the little arrow at bottom of screen and swipe up from there. That show other settings for this exercise type. One of those settings, I forget exact name, maybe heart zone notifications, is to have it vibrate every time you enter a different heart rate zone.

You are right about the little arrow; that's on the smart watches; on the Charge line, I think it is a gear icon near top right of screen with the exercise type.
If it is not that, try on phone app:
profile pic > SETTINGS: Notifications > Exercise Goal Milestones
I think that is the one that tells you when you reach certain percentages of weekly AZM goal. Note there is a separate similar one in same area for daily step goal notifications when reach certain % of daily step goal.
