Why does it seem that unless your non-dominant arm is moving that steps aren't tracked?

I have a dog that is a recent front leg amputee, so its hard to go on walks with him. While pushing him in a stroller yesterday, I noticed my steps were not being tracked. Why not? I.m sure there are other people in the community who push babies in strollers or elderly in wheelchairs........carrying groceries from car to house and so forth.

A tracker worn on your wrist cannot tell what your legs or hips are doing.  Fitbits sense steps from the normal swinging of your arms as in walking.  If your wrist is held steady, it cannot sense this.   But you are still getting good heart rate and calorie burn data.  If steps are more important to you, you can put it in a pocket and probably get better step count.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
