Why is my charge 3 flashing 10000 when I’m out walking when I haven’t done 10000 steps?

Why is my charge 3 flashing 10000 when I’m out walking when I haven’t done 10000 steps? Both Fitbit & app state I’ve done less steps than this which I believe to be correct. They are syncing add both say the same amount (less than 10000)
