charge 3 stuck on www.fitbit.com/setup

Brand new out of the box today Charge 3. Fully charged, went to my account and added it; appeared to go ok. But the screen is just a solid grey line. No response to swipes. Did the 7-second reset, now the screen is just scrolling www.fitbit.com/setup

Running the fitbit app on Windows pc (no smart phone). Went to my account, deleted the old Charge 2 and the new Charge 3. Rebooted Windows. Ran fitbit app; added new Charge 3; appeared to go ok. Back to the solid grey line. After the 7-second reset now is on the www.fitbit.com/setup scroll again.

Called Fitbit support. They took me through remove/add tracker; 10-second reset; remove/add; factory reset; remove/add. Still the same - display with only single grey line. 

Then I was informed that Fitbit Charge 3 is not supported with the Windows 10 application; that I must use a smartphone with this tracker. He noted this is not documented anywhere. 

I asked for options if no smartphone available. Was told to use a friend's phone. Really?

I asked for a replacement under warranty. Was told there is nothing wrong with my tracker, as it displays just fine during the setup process. 

I then asked if I should just throw this thing away and he replied "sure you can do that".
