charge 4 won't connect to computer

My Charge 3 was able to connect to my computer using my Charge 1 Dongle, but my charge 4 keeps say Please make sure your Bluetooth is on. Does the Dongle not work with Charge 4?

As you mentioned the Dongle was used for the previous models. 

For best results, we recommend to use a mobile device, (Android or iOS) to setup and sync your Charge 4.

I am not sure why the post was reported and is now blocked from responding????? I found the setting to connect it to my computer again which is much better than just my phone when dealing with settings.
