App can't find my device (Inspire) to sync

There have been times when the phone app has looked in vain for the device. Up to this point I have managed to make it work by restarting the phone, restarting bluetooth, restarting location, forcing the app to stop, or some or all of the above.

 

Today nothing worked. My watch works fine but the app keeps searching and searching for the watch in vain. I restarted my phone. I forced the app to stop. I stopped and started location and Bluetooth. Nothing worked.
