I just got the Inspire 2 today and it will not connect to Bluetooth ony Samsung S21 Ultra. When I click to connect it tells me that I need an app. I have tried rebooting both the phone and the fitbit, bit nothing works. Any help would be appreciated.

Hi, welcome to the Fitbit Community forums, @Jkunz692.
Thank you for sharing all these details about the inconvenience you've been having with your Inspire 2 and for confirming that you already tried a few troubleshooting steps.
I've been informed that you already contacted the Customer Support team for further assistance with this and it seems they've provided you with some instructions. In this case, they will let you know how to proceed.
Have a good day.

Hi @Jkunz692 your fitbit is a Bluetooth low energy device. This type of device can not be paired through the phones Bluetooth. The tracker will reject robbery attempt and you will get a message to use the (fitbit) app.
First step is, on the phone, go to Fitbit.com/setup this will direct you to the correct fitbit app download
