Boat shoe 5000 steps a day, stays at 18 times

I have my fitbit since 2020-01-05. Every day I get my 5000 steps. So it has to be about 40 times.

But my fitbit says 18 times. Every next day I get my 5000 steps, it stays at 18 times.

I used the fitbit app. I logged out from the app and restarted my phone. Now I can see all the badges. Thank you for your help.
