If for whatever reason I don't want to use the app on my phone, can I see the heart rate and the steps counter on the fitbit itself?

Yes, quite easily.  Rather than explain how right now, I am assuming you are just wanting that info to help decide if to buy one.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
