I just bought a new Inspire HR, but I can't get heart rate tracking to work.
I've read the forum and help articles, it says
1.Tap the Today tab and tap your profile picture.
2.Tap your device image.
3.Tap Heart Rate and make sure it's set to Auto.
4.Sync your device.
But when it comes to step 3, I can't find any heart rate option on my phone...(Asus Zenfone 5)
It just stuck at 60 bpm and doesn't change.

right above the part you quote is:
If your Fitbit device doesn’t show your heart rate, try these troubleshooting steps.
I think the part you quoted was just for older devices.
On the Inspire HR, from main clock face, scroll up (swipe down) to 'Settings'. Tap that then scroll down to 'Heart Rate' and make sure it is set 'On'. If 'Off', tap to change to 'ON'.
Aside from all that, I suspect what you are looking at is 'Resting Heart Rate', and if you scroll one display higher you will see your current heart rate.

I see. So the only setting I need is on the device, not on my phone.
But here's another problem,
no matter I switch heart rate to on or off, the Resting Heart Rate always shows "60 bpm" and never changes.
Also, I can't find any place to change Sleep Sensitivity...

RHR can go several days at least without changing. Try looking at it on phone app on Today page to see if is the same there.
Here is the help section about 'sensitive' setting but note this sentence:
Note that if you use a Fitbit device with heart-rate tracking to detect your sleep stages, this setting doesn't apply.
So that setting is only useful for trackers without heart rate tracking.
