Can't get this stupid thing to set up

As far as I know I've done everything right. I got my fitbit Inspire HR in the mail and tried setting it up. Unbeknownst to me I found out I had to have a smart phone to do this properly. So I went out and got a Bluetooth dongle and tried again. Now it says .......

 

Open your bluetooth settings

 

Tap and hold or right click your fitbit tracker, then select Delete in the context menu

 

It was at this point that I gave up since there is nothing about fitbit in my Bluetooth menu. And ye, it is on

 

Any help?
