My inspire 2 drowned and died, so i bought a new one. I am unable to pair with my Samsung galaxy. I go through the process enter the four digits but the message reads "turn on Bluetooth to set up your tracker". Bluetooth is on. I have uninstalled fit bit app, and installed again - no change. I turned my phone off and on again no change any ideas?

You never mentioned which version of the Fitbit app you have, for example, are you running anything less than Android 8.0 isn't supported by Fitbit.
