Every time i push clock button i get a 'connect bluetooth ' message but i don't have bluetooth. I am able to sync ok with app on pc otherwise.

About your inquiry regarding using Windows 10 to change clock faces, you need to use the Fitbit app on a compatible device from this list. With your computer running Windows 10, you will be able to sync but it is not posible to change clock faces; since it will need the correct Bluetooth connection.
