Does Inspire track heart rate data?

Does the fitbit inspire not track heart rate? I can’t seem to set it up. Also how do I add custom activities to my fitbit.

The first Inspire model did not have heart rate tracking.

I don't know about custom activities.  It might have just the ability to track the activities it can auto-recognize.  Here is a link to more info on the Inspire.
