FITBIT won't sync to my phone?

I have my Fitbit charged and on my wrist.  I have my phone in my hand, charged.  I slide the screen down in order to sync and after 5 mins it says unable to sync, can not locate device?  WHAT?  I have them both on top of each other?

Syncing problems seem to happen from time to time, often for no apparent reason. 

Usually, one of the following works for me:

• restart phone
• restart fitbit ( Help article: How do I restart my tracker? )
• "forget" the link to the fitbit in the phone's bluetooth settings

What phone? 

Clearing the Fitbit app cache helps in Samsung phones.
