Fitbit Inspire not a Bluetooth option

My daughter just got a Fitbit Inspire for Xmas. The device doesn’t appear as a Bluetooth device on her iPhone SE, nor any other device we tried (iPhone 8, iPad 1, iPad 2). I tried all the troubleshooting online and still doesn’t work
